Mid Sussex District Council: Review and Assessment Summary

Carbon Monoxide Overall emissions of carbon monoxide are below air quality objectives and are unlikely to rise to meet them. No further assessment of carbon monoxide is considered necessary for the Mid Sussex District.

Nitrogen Dioxide Although there are no significant industrial sources of nitrogen dioxide in the Mid Sussex District, significant traffic flows on roads in the district indicate that levels of nitrogen dioxide may breach the adopted air quality objective. It is considered that the second stage review of nitrogen dioxide in the Mid Sussex area has demonstrated that levels will not breach the air quality objective and that no further study is required within the first review.

PM10 Particulates The result of the approved Department of the Environment, Transport and the Regions desk-top predictive exercise has confirmed that whilst certain roads with identified high daily traffic flows, (specifically the M23), may represent potentially significant sources of PM10 particulate, these do not breach the Air Quality Objective.

Results obtained during the recent commissioning of a PM10 particulate monitor also indicate that the Air Quality Objective will not be reached, but a full 12 month monitoring exercise will be needed to establish this conclusively.

Conclusions

Consideration of the need for a Third Stage Review Based upon the above Review and Assessment it is considered that:

i) A third-stage review and assessment, requiring detailed monitoring and modelling techniques is only required where second stage reviews are either inconclusive or demonstrate a probable breach of the Air Quality objectives.

ii) It is considered that the foregoing assessment of air quality in Mid Sussex demonstrates that all current Air Quality objectives will be met within the timescales set by the Air Quality Regulations.

iii) The need for the Mid Sussex District Council to proceed to a third stage of Review and Assessment of Air Quality is not necessary and the first round of Air Quality Assessment can be regarded as having been completed.

iv) A second review of Air Quality will be required by 2003.
